the reliance on performance-enhancing drugs in horseracing. The district attorney’s report into the Santa Anita situation didn’t find evidence of criminal misconduct (e.g., knowingly forcing injured horses to compete, or drug quantities exceeding the legal limit). So, that is not a good example to use when you are discussing doping horses. Dr. Grossman can talk, in general, about the connection between performance-enhancing drugs and injuries/deaths in horseracing. 1. Can you explain why U.S. horseracing relies on performance-enhancing drugs and how pervasive this practice is?
2. What are the downsides of using these drugs?
3. What are the goals of the Horseracing Integrity and Safety Act that passed the U.S. House of Representatives in September? How will this bill help fix the problem?
4. Why is the racing industry finally on board with these reforms?
